Technical Experience

Kenneth B. Foster, Founder of K.B. Foster Civil Engineering, Inc. has been providing engineering services to the public for 25 years. Mr. Foster's special expertise is related to large-scale erosion control design in the Lake Tahoe Basin. As a Consulting Engineer of Foster Engineering, Mr. Foster has the responsibility for supervision of professionals and technicians in the fields of engineering design, environmental analysis, plan review, surveying and government affairs assistance.

Project Experience

Carnelian Bay Lake Access and Resource Enhancement Project, Carnelian Bay, CA
Principal-in-Charge for the design of a public lakefront park and State Highway improvements. The park amenities include public parking lots, lighting, public restroom facilities, meandering walkways, a commercial structure and 3 acres of Stream Environment Zone restoration (SEZ). Highway improvements include sidewalks, curb and gutter and storm drain facilities. A stream channel was also restored as part of this project.

Tahoe City Urban Improvement Project, Tahoe City, CA
Principle in Charge for the design of a constructed wetland/storm water drainage treatment facility, curb and gutter, sidewalks and parking areas of an existing commercial center. Conducted public hearings managed the preparation of the EIR/EIS and Construction Plans.

Tahoe Vista Boat and Beach Recreation Area Master Plan, Tahoe Vista, CA
Principal-in-Charge for preparation of a mitigated negative declaration and a master plan for a lakefront public beach and boat ramp area. The project is to design a park-like area to provide parking areas for car and trailers utilizing the boat ramp and separate public beach area parking. The project also includes design of a public restroom. An existing pier is also proposed to be removed and a jetty constructed in its place. The master plan includes design of pedestrian walkways, drainage improvements, SEZ restoration and a parking area across Highway 28 to the north. Close coordination with TRPA, Placer County, Department of Boating and Waterways, Lahontan and Caltrans is required.
